I originally thought "Reach the "veteran" rank with one of your units" meant to level it up to a certain level, but instead it appears to mean purchase the upgrades to make it a veteran rank. I got it after I upgraded one of my units for what I think was the third time, but could have been 4th, as I was not paying attention to that stat.
As always if you already have the badge, just go to the game and you will be awarded the extra points and PowerUp Reward Points.
