My choose to get the Blue Pikmin as my first Waterside Pikmin to get the Fishing Lure (Rare) decor.

Pikmin Bloom: How to Get Rare Decor

Before getting Rare decor for Restaurants was random when a Pikmin got its decor. Now you can get Rare decor for Restaurant, Waterside, and Bakery by getting enough points to get a Rare Decor box each time you level up the Rare Decor track for that particular decor. The Rare Decor leveling up is unlocked only after you have all the regular decor of the collection. You get points towards the Rare Decor by picking seedlings of that decor, having the Pikmin get their decor, and releasing Pikmin with that decor.

When you get enough points to level the Rare Decor meter, you get a Rare Decor gift box.

You can choose any of your Pikmin that have the regular version of the decor to go on the mission and get the rare version of the decor.

I choose Gazelle as I had her at a lower level than Powerline and also she seemed to be a rarer emoji. Now I have Gazelle at Level 3.
