To get this badge you must graduate some students to be able to accept enough to get 10 total accepted. You can graduate any not in your party whenever, so if you are not concerned about fame and just want this badge quickly just graduate them as soon as you have enough gold to accept another student.
As always if you already have the badge, just go to the game and you will be awarded the extra points.
