Just crash into every cop car you see and you will easily have this badge after a few missions. It is also pretty easy to get the only other badge in this game, so you might want to get it while your at it to boost your Kongregate points and have it already in case it every ends up as the badge of the day.
As always if you already have the badge, just go to the game and you will be awarded the extra points.
