From when I got this badge in 2011:
"For the most part I found the first 10 levels pretty easy. The hardest was level 9, but the time I beat it I actually just turned all the lights green and managed to win without doing any control of traffic. Almost lost, though, as a crash happened right after I cleared the amount needed. Level 10 is a tiny bit tricky, but only because it has to be done pretty quickly."
As always if you already have the badge, just go to the game and you will be awarded the extra points.
